In a saucepan add an equal quantity of water and rice flour. Mix well and set aside in a bowl. Add ghee and make a soft dough. For the filling, heat a separate pan. Add the desiccated coconut and chopped jaggery mix well and set aside. Coat the moulded dough with the ghee. Roll the dough into little balls. Place them in the modak mould with the fillings shape them into a modak. Steam the modaks in a steamer for about 5 6 minutes. Set aside in a serving dish. Garnish with the jaggery and the saffron.
