In a bowl sieve refined flour, baking powder, and salt. Add butter sugar, and eggs and whisk using an electric blender. Add milk to enhance the consistency. Add vanilla essence and whisk again. Place cupcake moulds in a baking tray. Fill the batter in a piping bag and pipe out the better in the cupcake moulds. Preheat the oven for 10 min. Bake the cupcakes for 20 min at 200 C. For the frosting, take three different small bowls, divide the fresh cream into three parts, add cream cheese and mix well. Add orange colour to the first bowl, green colour to the second bowl, and let the mixture in the third bowl be as is. Fill three different piping bags with the three frostings for decorating the cupcakes. Once the cupcakes are ready, unmould and decorate them with the different prepared frostings. Garnish the cupcakes with gems, chocolate triangles, and coloured fennel seeds. Serve.
