In a bowl, add water, chopped jaggery, cardamom powder and leave it to melt. In a blender jar, add soaked rice, jaggery water and prepare a paste. Add cooked rice and blend it again.
Dry roast the almonds in a heated pan. Finely chop the almonds.
Add the paste in a bowl. Add cardamom powder, baking powder, salt as per taste, lemon zest, jaggery mixture and prepare a batter. Add the batter in the heated mustard oil using a spoon. Fry it until it turns brown.
Garnish the Ghila Pitha with chopped roasted almonds and serve.
