In a mixing bowl add refined flour, salt, baking powder, water, vinegar and oil. Knead it well and allow it to rest for some time. Then, roll the dough and brush it with sesame oil. Sprinkle chilli flakes white sesame seeds and chopped spring onions. Then, wet the edges of the dough. Roll and seal the dough properly. Cut the roll into four equal parts. Pick one portion and dust refined flour on it. Roll the dough into a disc shape. Brush sesame oil in the pan and shallow fry the pancake on both the sides. For the soy sesame dip: In a bowl, add soy sauce, crushed sesame seeds, chilli flakes, salt, white vinegar, sesame oil and chopped spring onion. Mix them well. Serve the pancakes with soy sauce dip.
