In a bowl mix mashed potatoes, onion, green chillies, coriander, mint (all chopped), cumin powder, salt, coriander powder, chaat masala and lemon juice. Make small roundels, slightly press with your palms, and set aside. Mix refined flour and water in a bowl. Take some flattened rice in a bowl. Dip the aloo tikkis in the refined flour mixture and coat them with the flattened rice. Deep fry the tikkis and plate with cabbage carrot salad, coriander sprigs, and lettuce. Serve hot with green chutney.
